After so many years without worthfull military procurement, now indonesia revail new military procurement. In next years, indonesia air force will be equipped with one squadron air lifter. The air lifter will consist of nine to ten C295 air plane. C295 will build by PT. DI ( Indonesia Aerospace company) under Air bus license. C 295 is medium air lifter that capable lift load until 6 ton and cruise range at 2000 km. Indonesia defense minister also show their interest to build AWAC based on c295

In the other hands, Indonesia also show his interest to buy apache attach helicopter from USA.

My be its not big buy for another south east asean country such of malaysia or singapore. Because these country has adequate military power to counter indonesian military power. Now day indonesia amy also equipped with ' multi role' chopter from russia, Mi 35.

It is very interestingly if Indonesia will buy Leopard 2 MBT from germany. We all know indonesian army has desire to operate MBT, because until now Indonesian army just only operate light tank such scorpion and amx.

But for itis still surprisingly if indonesia buy leopard 2A MBT, rumours out there say that Indonesia will get their MBT from south korea (K2A1 MBT) and South Korea will help Indonesian defense industry to build their tracked military vehicle.

These MBT will be deploy in Kalimantan ,specially in Kalimantan barat Province. This Province has land border with malaysia. I think this MBT procurement is part of Indonesia strategy to counter or may be to make offensive move toward malaysia. We must know that in 2012, indonesian army also will place their COIN aircraft (Super Tucano) also in kalimantan.

Now days, beside their plan to acquire super tucano, indonesian army also operate multi role Helicopter that can be projected to conduct anti MBT walfare.

Malaysia reduce military budget 2012

Malaysian goverment spending plan put RM13.714 billion for defence, a reduction of some RM100 million compared to the RM13.823 billion which was spent in 2011.

Its not firt time malaysian goverment reduce their defense budget, in 2009 malaysia slash its defense budget at almost 50% , likely this slashing because economic down turn hampered malaysia.

KLS：In order to implement "people centric" policy, Malaysia's government slashed defense Development Budget 2009 to 2.3 billion Ringgit, a decrease of 49.8 percent compared to the same period last year.

According to the Budget 2009 released by Ministry of Finance, the Ministry of Defense gets 13.2 billion Ringgit budget in which the Operating Budget is 10.6 billion Ringgit, an increase of 8.2 percent compared to the same period last year. However, the Development Budget not only 49.8 percent less than last year, but also almost 40% less than in previous years.

After the Development Budget was slashed drastically, its overall budget decreased 1.5 billion Ringgit or 10.47 percent. This move, however, is in line with the open speeches which made by high-ranking officials of Ministry of Defense previously that defense budget would be cut by 10%.

Defense budget accounts for 6.6 percent of the total budget in which Ministry of Defense is the fourth largest financed ministry that after the Ministry of Education, Ministry of Higher Education and Ministry of Health accordingly. This tremendous decision is in line with the government's "people centric" policy, that social and economic projects will be given priority.

The Budget 2009 says 10.6 billion Ringgit of Operating Budget will be used in most of the payment of salaries and the rest used in the procurement of uniforms, bullet and ammunition, spare parts, maintenance payments for aircraft, vessels, facilities and equipment.

Most of the Operation Budget will be used in the maintenance of the equipment in which an increase from last year's RM 440,056,800 to RM 891,685,500; followed by service and supply (from RM 5,195,989,400 to RM 5,440,132,200); its third, payment for emolument (from RM 4,134,536,100 to RM 4,247,222,600) respectively.

It is noteworthy that, ratio of Operation and Development budget reaches its peak of imbalance, 2005 is 1.9:1; 2006 is 2.1:1; 2007 is 2.3:1; 2008 is 2.1:1, and 2009 reaches to a serious imbalance 4.5:1!

Meanwhile, the Budget 2009 will eliminate 844 military posts that the total number of civilian and military posts in MINDEF, will drop from 2008's 170,739 people to 169,895 people. The most affected programs are Malaysian contingencies which stationed in overseas to support United Nations' peacekeeping operations.

As for the Development Budget, Navy faces the greatest impact in which its budget for arms procurement decreased significantly from RM 811.12 million to RM 100,000, followed by Army from RM 1,303.87 million fell to RM 136.1 million.

However, Air Force is not affected, in contrast having an increase from RM 1.482 billion to RM 1.613 billion, which believes large amount is to be used to cover the cost of procurement of 18 SU-30MKMs and 12 new type of utility helicopters.

Obviously, there will be no large-scale military procurement projects in 2009, except the authority may launch some programs that without using "real money".

In addition, Malaysia Maritime Enforcement Agency, which is paramilitary forces, gets RM 651 million for Development Budget, while its Operating Budget is RM 314.9 million, that total amount of budget is RM 965.9 million. Compared to last year its expenditure RM 188.64 million, it is nearly 5 times increment.

Susilo Bambang Yudoyono, Indonesian President, recently say that indonesian goverment will increase their military expenditure in budget year 2012. In 2012 budget planning , indonesian defence department will receive fund at 65 trillion rupiah or about 6,5 billion dollar.
This increase budget is intended to buy new military gear. Last year budget (2011) indonesian defence department receive annually budget at 47 trillion rupiah or about 4,7 billion dollar.
Indonesian budgeting system base on annually term (except procurement very complex and costly system). So with this significant increase maybe indonesia defence department will buy more complex weapon system such of subrarine, frigate and maybe jetfigter.

In long term procurement , indonesia defence department has plan to buy 10 submarine until 2020 and with South Korea will jointly make 4.5 gen warplane.

Its very interesting to analysis this budget increasing. We know, recent day south east asia situation become more volatile, such situation in spartly island. Even indonesia isnot claimant of this disputed teritory but still fell to always 'in catch' with its neighborhood country. As we know malaysia had alread handed their two brandnew submarine from french. Singapore also has very new weapon aqcuasition, and Pilipine did the same.

Im very surprised that RMN include SIGMA class as their new stealth LCS platform. Soo far I know, SIGMA Class isnt a stealth ship and until now sigma opv only operated by two country, Indonesia and Marocco.
RMN source stated that SIGMA and Gowind cass become two strong candidate for RMN LCS program.

Not long ago, a huge procurement contract for the purchase of military tanks (Armoured Fighting Vehicles) was given to DRB Hicom (read: Syed Mokhtar) for almost RM9 billion. It is not that DRB Hicom have the knowledge or expertise on how to build such vehicles, but that is not a problem in this country if you are close to those in power.

I have been told that there is a mark up of about RM700 million from that exercise. In other words, that’s the additional cost the tax payers will have to unnecessarily pay for these equipments. The Minister of Defence will of course not divulge details of such a contract, as these details will be conveniently categorized as official secrets. Besides the financial issue, we have reason to believe that for the actual technology purchased, it is not money well spent. It is probably some old technology from Turkey.

Now we have a new blockbuster: it's called the Patrol Vessels contract. The infamous French company, DCNS, the same company that supplied us those famous Scorpene submarines (under the contract which some parties made RM500 million, of which coincided with Altantuya's tragic death) is here again to partner up with Boustead Naval Shipyard Sdn Bhd ("BNS") to build these patrol vessels.

Further to that, DCNS will build these patrol vessels in Perak this time (afterall, our Minister of Defence hails from Perak). Unsurprisingly, BNS have no idea how to build these patrol vessels, nor do they know what electronic and fighting equipments these vessels should be equipped with. BNS will not listen to advice of the Navy either. DCNS will decide and dictate everything, including the price of about RM10 billion (usually, they will announce a lower figure but these costs usually escalate further on various grounds: new additional requirements etc). The same old modus operandi.

Our Opposition politicians need not just focus their attention towards rallying the streets and peaceful protests. They must also get together to unearth such scandalous contracts that have been dished out, as I have described above. We must not allow our country and our own security to be in jeopardy. And it is not just about the money and the frivolous spending. Our military forces, the navy and the airforce must be responsible for the decisions on the types of military hardware and software that we procure. Our army, navy and airforce chiefs must be the judge of what we need and the appropriate price we should be paying for these purchases, not the politicians. These men, not the politicians, are the ones who are aware of what our country’s defence requires.

I am not hopeful that this piece of information will be acted upon by those responsible in running the country. But there is no harm in trying.

For me it is very ridiculous statement. Maybe she forget the indonesian navy poorly funded and poorly trained. Even with recent success from PT. PAL that being capable build their own warship (or support ship), indonesian navy still in very weak condition, because they just use very low level and very cheap technology in their warship. Work will be performed in Archbald, Pa., and is expected to be completed in June 2013. Contract funds will not expire at the end of the current fiscal year.

LCS ship design based on the stealth ship Gowind class from DCNS. This plan raises polemical in their country. This polemiccaused by the assumption that the budget price is too expensive, that is RM 1 billion for each ship. Indeed, the price issue is something that is debatable. JAKARTA, Feb. 10 (Xinhua) -- Indonesia's plane company PT Dirgantara Indonesia will develop a light attack helicopter and military cooperation with South Korea, a top executive said here on Thursday.

"We are in cooperation with the Indonesian Army to develop a light attack helicopter that could be used to confront separatist and smugglers," said Budi Santoso, president director of PT Dirgantara Indonesia in a parliamentary hearing. He said that characteristic of the helicopter is different from MI35 that is designed for opened battle in which noise is not important. "The most important element of the light attack helicopter is its low noise while flying. We don't need helicopters like MI35 that its noise could be heard from a distance of 10 kilometers," Santoso said.

He also said that the Defense Ministry and its South Korean counterpart are developing a program named the Korean Fighter Program (KFP). "This is our opportunity to upgrade our skill and to grow new expertise, mainly in engineering," he said.

According to Santoso, general lifetime of a plane is about 20- 30 years.

"However, during the lifetime, we need maybe twice or three times of upgrade on weaponry and avionic system. If we have the expertise, we could upgrade it according to our needs," he said.

LUMUT, (Bernama) -- The government has agreed to allocate RM6 billion to build six second generation patrol vessels for the Royal Malaysian Navy, Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi said Saturday.

The construction of the ships will boost the economy while benefiting 632 vendor companies, he told reporters here after a briefing on the project.

"Thus, we will ensure that at least RM2 billion of the allocation will benefit these vendor companies which are strategic partners of Boustead Naval Shipyard Sdn Bhd," he added.

Ahmad Zahid said that he would himself monitor the progress of the project, due to start next year, and ensure that all concerned benefit from it and that there was no delay in paying the vendors.

He said that Boustead Naval Shipyard had constructed several new generation vessels for the RMN and shown itself to be on par with other ship builders in the world.

Ahmad Zahid also said the Lumut-Bagan Datoh coastal area here has been identified for a world-class shipyard to be developed over the next 10 to 20 years.

He said the defence industry, including shipping, had immense potential in the Asean region and now generated income of US$25 billion a year.

If Malaysia could attract at least 20 per cent of the defence spending, US$5 billion or RM15 billion could be generated by companies in the country, he said.

Ahmad Zahid the government was now trying to attract more defence industry-based projects, including ship building, to the country.

Kuala Lumpur, KLS: Malaysian government announced recently that six Littoral Combatant Ships (LCS) are starting to be built in 2011.

When Ministry of Defence answering parliamentary question raised by Senator Tunku Abdul Aziz in July, it said the second batch of Offshore Patrol Vessel (OPV) project is listed under Tenth Malaysian Plan.

“MINDEF plans to build another six ships at Boustead Naval Shipyard (BNS) while the building period will extend to Eleventh Malaysian Plan. New naval ship will have three dimension war fighting capability.”

Apparently, this announcement has confirmed BNS will remain as the main constructor for the remaining OPV project.

The first batch of OPV was called New Generation Patrol Vessel while the second batch renamed as Littoral Combatant Ship. The construction of first batch will be completed in this year and the last ship will be delivered in August 2010.

Shipyards from Germany and Turkey have submitted their solutions to MINDEF and the Royal Malaysian Navy for review during LIMA 2009. However, there is no final decision being made yet.

Apart from that, MINDEF said according to 1995’s MOU signed between PSC-ND (now renamed as BNS) and government, the former was assigned to build 27 OPVs for the Navy.

“The 27 OPVs was formulated basing on the factors of to replace those patrol crafts which were handed over to the Malaysian Maritime Enforcement Agency and Fast Attack Crafts will reach 45 years old during 2015,”said MINDEF in parliamentarian answer.

MINDEF said the 27 OPVs plan is still relevant for the time being, but the construction will take into account the government’s financial capability via and five years term Malaysian Plan.

India’s Leaking submarine strategy

India’s emphasis on undersea warfare is growing, but too slowly for many experts. Today, the Indian navy’s submarine fleet – India’s “silent service” – is beset with numerous problems and delays.

In China, the People’s Liberation Army Navy (PLAN) shows no sign of backing off its plans to gradually increase its presence in the Indian Ocean. This influx of Chinese naval vessels does not pose an immediate threat to India’s national security, but the situation could change.

Russia, however, may wield considerable influence over the flow of events. While Russia continues to serve as a vital cog in the vast machinery that is driving the PLAN’s construction and development of a modern submarine fleet, American submarine historian and expert Norman Polmar sees ample evidence that Russia is selling India better undersea systems than those it is selling China.

“China, unlike India, is a natural enemy of Russia, and despite China’s distrust of Russia, the Chinese deal with the Russians because the Russians possess submarine and antisubmarine technologies that the Chinese want,” said Polmar. “This is solely an economic relationship involving China as a customer whereas the Russian’s longstanding military assistance relationship with India is based on a need to sustain both its economic and geopolitical bonds that Russia deems very important to its overall security.”

At the same time, the US decision to sell India sophisticated anti-submarine warfare (ASW) aircraft known as P-8 India (P-8I) is significant as well in terms of countering any Chinese sub activities in the Indian Ocean. Although US Defense Secretary Robert Gates might have a submarine surprise up his sleeve for Indian Defense Minister A K Antony who is currently in Washington for talks, this seems unlikely given the current restrictions on high-tech exports to India.

“Keep in mind that in the P-8I aircraft, India is getting an ASW platform from the US, not comprehensive and advanced ASW systems such as sonar, or magnetic anomaly detectors,” said Polmar.

China is well aware that India has another option at its disposal. Polmar agrees that India could quickly adopt and update the naval aviation strategy that the Soviet Union devised in the 1950s. By adding several 21st-century refinements and technological advancements – the P-8I takes India in that direction – India’s degree of control over the Indian Ocean could be reinforced considerably, far surpassing what the Soviets achieved in the Western Pacific and elsewhere.

The naval aviation model looms large because India has only 16 submarines today, including 10 Russian-built Kilo-class diesel-electric submarines; four German Shishukumar-class subs; and two Russian Foxtrot subs which are used primarily for training purposes.

In June, India signed a US$80 million contract with Russia’s Zvezdochka shipyard for the fifth in a series of overhauls and upgrades of its Kilo subs. This overhaul commenced in August. [1]

Then in July, the Indian government allocated US$11 billion (over 500 billion rupees) for the development of six next-generation diesel submarines under Project-75 India (P-75I). With their air independent propulsion systems, these new subs will offer major operational advantages, and much to Pakistan’s chagrin in particular, they are envisioned as stealthy, land attack subs.

“India’s submarine force has declined because a good number of older subs will be retiring very soon – the Kilos start retiring in 2013, for example – and an insufficient number of newer subs have been acquired to replace them,” said Dr Rajeswari Rajagopalan, senior fellow in security studies at the Observer Research Foundation in New Delhi.

“India’s submarine fleet remains a coastal fleet because of a lack of nuclear-powered subs, and its reach is limited because the missiles on these subs have limited range. Finally, the focus of the Indian navy’s attention also appears to be on large surface ships rather than submarines, which is hindering development of the sub fleet.”

In mid-2009, India launched a nuclear sub, the INS Arihant. It is currently designated as an Advanced Technology Vessel (ATV), and it is undergoing sea trials. If all goes well, Arihant might be transferred to the Indian navy by the end of 2011. Plans call for two more ATVs with a goal of building five or six new nuclear subs. It is still unclear whether these ATVs are nuclear strategic missile subs (SSBNs) or simply nuclear – powered attack subs (SSNs). “Some estimates suggest that if India is to maintain an effective nuclear triad [from air, land and sea], India would need at least a fleet of 24 subs, though this is likely out of India’s reach,’ said Rajagopalan. “Meanwhile, a Russian nuclear-powered Akula II SSN – the K-152 Nerpa – has departed Russia for India under a 10-year lease.” [2]

Absent any replacements or additions to its existing fleet, the most upbeat assessment is that India’s sub fleet could be reduced to around nine by 2014 or 2015. In fact, the Indian navy has already notified the government that there is strong possibility that only nine subs might be in service by 2012, and just five in the coming years. No matter which projection proves to be accurate, the result is still a single digit total.

India is in the process of getting six Scorpene subs from the French – with an option of six additional subs – to be built at the Mazagon facility in Mumbai under the supervision of French technicians, but this procurement is experiencing a slowdown. Mazagon Docks in Mumbai will construct three of the six, Hindustan Shipyard Ltd in Visakhapatnam will construct one, and the other two may be procured from foreign sources or built by another private shipyard in India

“The delivery of the first of the French Scorpenes, which was supposed to enter service in December 2012, has been delayed. Antony addressed this situation in parliament only a few weeks back. This will clearly impact upon India’s undersea force levels,” said Rajagopalan. “India has about 35 private shipyards, of which L&T [Larsen & Toubro Ltd] and Pipavav are believed to be competing to build the two submarines, of the six planned.”

Some doubt that these two will be built in India after all.

India must focus on meeting its planned timetable for new submarine deployments to avoid critical challenges in the next decade. Among those who argue for submarines, there have been disagreements over whether to pursue nuclear-powered or conventional submarines. In fact, under the original P-75I program, there was a 30-year Submarine Construction Plan approved in 1999.

“Internal disagreements within the navy, however, have substantially undermined that plan. The fact that last two naval chiefs were naval aviators who did not appear to have great interest in allocating limited available funding for sub programs did not help matters,” said Rajagopalan.

According to some reports, once Antony became defense minister in 2006, all the decisions relating to the nuclear triad were put on hold. Antony reportedly was of the opinion that decisions involving India’s strategic nuclear program should be taken by the Prime Minister’s Office. In the process, there was little or no real progress concerning any additional SSNs and SSBNs.

“Dr VK Saraswat, director general of India’s Defense Research and Development Organization [DRDO] is of the view that SSNs can be developed easily once DRDO gets the go-ahead. He had noted that the essential difference is the weaponry and accordingly the size, but the technology for design and integration remains the same,” said Rajagopalan. “Meanwhile, the Indian Atomic Energy Commission is continuing with its work on nuclear steam reactors for the ATVs which are powered by light-water reactors using enriched uranium as fuel.”

According to Dr Bharath Gopalaswamy, a researcher in the Arms Control and Non-proliferation Program at the Stockholm International Peace Research Institute, the principal challenge facing India is India’s own bureaucracy and its lack of vision in formulating long term strategic goals.

“The Comptroller and Auditor General’s recent report seriously criticized the Indian navy about its aging fleet – 63% of the subs would be past their operational life beyond 2012 – and highlighted that due to this aging fleet and its refit schedules (which has been consistently delayed), the average operational availability of India’s subs is as low as 48%,” said Gopalaswamy.

To make matters worse, a test check on certain submarines revealed that prescribed standards for operational patrol, tactical exercises and individual work ups were either not in play or loosely followed.

“Piecemeal modernization and upgradation of submarines at an aggregate cost of 1,560 crore rupees [15.6 billion rupees] was undertaken by the navy without taking approval of the competent financial authority,” the report said. And according to its findings, most refits were not well managed and seldom completed within the prescribed time period.

The looming sub gap that India will confront from 2013 to 2016 cannot be sidestepped. Delaying the retirement of existing subs is a very risky strategy at best.

As India starts to build its own nuclear submarines, very complex construction programs and prolonged at-sea trials will strain existing resources including manpower. Building indigenous submarine reactors is one thing, integrating them into modern undersea battle platforms in another even greater challenge. Nevertheless, despite enormous obstacles, confidence is running high and the objectives are deemed achievable in the required timeframe by many Indian naval experts

Others including Nathan Hughes, director of military analysis at Texas-based Stratfor a global intelligence company, raise serious questions about the submarine force which the Indian navy intends to deploy. [3]

“For all its various interests and challenges, India does not have a competitor like the US-USSR rivalry of the Cold War that drove massive investment and the frantic pace of development and competition. There is a certain lack of urgency to India’s drawn out effort to design a nuclear submarine of its own,’ said Hughes. “Russian assistance including leasing nuclear subs to India has been more direct and overt than Russian-Chinese cooperation, although this is also quite significant. Indeed, with China working to increase its independence from Russia and refine its own designs, Moscow may have extra bandwidth in terms of advising and design assistance and expertise from which India might benefit,”

However, the Indian navy does not now possess a viable submarine-launched ballistic missile (SLBM), and this gap cannot be dismissed or overlooked. While the new Arihant-class ATVs may carry Sagarika SLBMs, they may do so only on a very limited basis.

“Some development work has been done with the Sagarika, but this has been from a submerged pontoon. Much more work remains for an SLBM to be integrated into a submarine and made operationally capable, said Hughes. “The only ship of the Arihant class so far will have only a very limited – if any – capacity for vertical launch of any kind. She is a technology demonstrator and more ships of the class will need to be built with modified designs before India fields a meaningful SSBN capability.” [4]

And while India is planning a Submarine-Launched Cruise Missile (SLCM) variant of the Brahmos cruise missile with a range of about 300 kilometers or more – Brahmos was jointly created with Russia – several issues must be addressed and resolved before this SLCM is deployed on Indian subs.

“Yes, this will likely be the last variant tested and certified. Ground and surface ship-launched variants have already completed testing, and preparations are being made for testing of an air-launched version. However, the Brahmos is simply too big to be fired from the 21-inch [533mm] torpedo tubes used by India’s current sub fleet, but the 25.6-inch [650 mm] tubes of the Nerpa would be sufficient in theory to do so,” said Hughes. “Other submarines India might acquire from Russia might also be tailored to carry a vertically-launched Brahmos.”

Otherwise, it is unclear if the recently leased Russian Nerpa sub is going to have Indian or Russian cruise missiles aboard.

“The inclusion of the RK-55 Granat [SS-N-21 Sampson], a medium-range land-attack cruise missile, is not likely. The inclusion of the 3M-54 Klub [SS-N-27] short-range anti-ship cruise missile is more likely, but also uncertain,’ said Hughes. “It is not clear if Indian armaments might be fitted.” [5]

Regardless of weaponry, the Indian navy needs place more emphasis on simply getting its submariners aboard their subs for longer periods of time at sea, according to John Pike, director of Virginia-based GlobalSecurity.org.

“Submarines are more difficult to operate than surface ships, and this requires more time at sea to remain proficient. India has had an easier time mapping out ambitious plans than in actual implementation, and an easier time putting submarines into service than in keeping them in service,” said Pike. “Delays and other problems have been the rule not the exception over past decades, so this seems to be business as usual. India’s naval programs, like so many other Indian military acquisition efforts, are remarkably leisurely.”

From the standpoint of flexibility, while India seems to be relying on French and Russian submarine purchases thus far, these countries do not enjoy a preferred supplier status.

“India might turn to Germany, and possibly eventually to South Korea,” said Pike. “If Japan started exporting subs, it might also export aircraft carriers.”

Pike sees little chance that Japan will start exporting subs to India or any other country for that matter anytime soon, however. Other experts agree. Japanese submarines are for Japanese use only.

Regardless, India cannot hold its breath and wait to see what does or does not happen in Kobe, where Mitsubishi Heavy Industries Ltd is concentrating its submarine construction activities. As India focuses its attention on China instead, it must realize at the same time that some prefer to depict China as totally unprepared to churn the waters of the Indian Ocean.

“China poses no naval threat to India either on the surface or beneath the surface of the Indian Ocean. China is not seeking a naval confrontation with India there for a variety of reasons despite much talk of China’s ‘string of pearls’ strategy involving its development of port facilities in countries surrounding India,” said Polmar. “China does not intend to try and outmatch the Indian navy in India’s own backyard. China wants access to vital resources, not a series of unwanted engagements at sea. China is simply not prepared for any heated naval engagements so far from its coast at this time.”

In a nutshell, India must forge balanced submarine and anti-submarine programs, and inject them with the same energy and enthusiasm that has propelled its space program. India must also define what it expects from a true 21st-century submarine fleet. Sustained dependence on legacy undersea systems seems out of the question. BANGKOK - Thailand's military, still standing watch over the kingdom's political upheaval, has been cleared to purchase thousands of Israeli assault rifles and a Singaporean warship.

Embattled Thai Prime Minister Samak Sundaravej, who doubles as defense minister, approved a package of defense modernization deals with his Cabinet on Sept. 9. In total, the package is worth an estimated $191.3 million.

Most of the package is devoted to a $152.8 million Singapore Technologies-designed amphibious frigate. The Royal Thai Armed Forces will also buy thousands of Israeli assault rifles and Russian shoulder-fired anti-aircraft missiles.

"The Cabinet has been lenient with military requests this year in particular," said Thitinan Pongsudhirak, a political and security analyst with Bangkok's Chulalongkorn University. "The last thing Samak needs right now is disgruntlement in the military."

Cabinet documents obtained by Defense News say that Thailand's military will contract with Singapore Technologies to buy one large, amphibious frigate - called a landing platform dock ship - for transporting cargo and troops.

However, the papers don't specify an exact model. The frigate will be paid off in installments through 2011.

Thailand has also inked a contract to buy 15,037 Tavor TAR-21 assault rifles from Israel. This $30.1 million buy will boost the Thai military's total stock of the bullpup-design rifles to more than 30,000 - replacing many of the Army's aging rifles.

That purchase is coupled with a $4.4 million order for 531 Israeli Negev light machine guns, raising Thailand's stock to more than 1,100. These will be partially paid for from a special budget tied to securing the violence-scarred Malaysian border, where separatist Muslim insurgents continue to target soldiers and civilians. Russia will also supply 36 Igla-S shoulder-fired, surface-to-air missiles to Thailand - with seven launching mechanisms - for nearly $4 million.

Gen. Anupong Paochinda, the Royal Thai Army's commander in chief, has insisted that restoring peace through the military is not the answer. Still, Thai military leaders took a similar public stance just before they ousted previous Prime Minister Thaksin Shinawatra two years ago.

Relations between Samak and the military remain "smooth and close," said government spokesman Nattawut Saikua. But he added: "I say this realizing the leader of the last coup said many, many times he would not seize power."

"Successively, together with ST Aerospace, Alenia Aermacchi will make a contribution to ITS (Integrated Training System) activities and to supporting the fleet," Finmeccanica said in a statement. Finmeccanica CEO Pierfrancesco Guarguaglini said the contract proved "The international supremacy of this aircraft."

In July Finmeccanica confirmed that the aircraft had been selected by Singapore over the T-50 built by Korea's KAI.

The speed of the signing contrasts with negotiations to sell the M-346 to the UAE. In some aspects the Ukrainian vehicle is definitely better than those from Canada and China, because it carries an anti-tank missile. Actually, even though the Ukrainian APC claims to be "totally new", it shows all the signs of being a development of the Soviet APC, but the Soviet BTRs were absolutely incomparable with anything else in the world - the Soviets were always the best in this field - but the Ukrainian machine is okay.

However, if it were my decision, I would rather buy the Russian BTR-90 because it's faster and can carry nine troops instead of six, which is the greatest advantage in my opinion. Besides, the BTR-90 has an 800km range on roads, while the Ukrainian machine only has a range of 600km. That's a big difference, I would say - 200km under combat conditions is really a lot.

But when they are on top of the vehicle, they could only be killed by a sniper's bullet or by a machine-gun, and in this case they will not all be killed at once - those who are not killed will have a chance to take cover. That is to say that while these vehicles were initially designed to provide armoured cover for troops while on the road, this feature is not used in practice.

Russia has delivered three Mi-35M Hind assault helicopters to Indonesia, a military source said on Thursday.

Russia signed an agreement with Indonesia in September 2007 to provide a $1 billion credit line to the Southeast Asian country for Russian weapons purchases. Indonesia planned to buy ten Mi-17 transport helicopters, five Mi-35Ms, six Sukhoi fighters and two Kilo-class submarines financed by the credit.

Jakarta became one of Russia's major arms customers in 1999 when the United States tightened an embargo on arms sales to the country over alleged human rights violations.

Washington has since lifted the ban, but Indonesia, the world's most populous Islamic country, continues to turn to Russia for its military hardware imports.

Moscow has already delivered three Su-27SKM fighters to Indonesia as the final part of an August 2007 $300 million deal for six of the Sukhoi fighters.

The agreement followed a 2003 deal on the purchase of four fighter jets by Indonesia from Russia.

The planes will take part in a military parade dedicated to Indonesian Armed Forces Day on October 5.

The Mi-35M is an export version of the Mi-24 Hind that was used extensively in Afghanistan. The Mi-24/35 can be used for transportation, assault and medical evacuation tasks.

It is recorded in the annals of the kingdom of Zabaj(Javanesse Indonesia now) that in years gone by the country of the Khmer (Cambodia) came into the hands of a young ruler who possessed a hasty temper. One day as he was seated with his councilor the conversation turned upon the empire of the Maharaja, of its splendor, the number of its subjects, and of the number of islands subordinate to it.

“I have one desire that I would like to satisfy,” said the Khmer ruler in a fit of jealousy.

“What is that desire, O King,” inquired his faithful councilor.

“I wish to see the head of the King of Zabag before me on a plate,” remarked the monarch,

“I do not wish, O King, that my sovereign should express such a desire,” answered the minister. “The Khmer people and Zabag have never manifested hatred towards one another, either in words or in acts. Zabag has never done us any harm. What the King has said should not be repeated.”

Angered by this sage advice, the Khmer ruler raised his voice and repeated his desire so that all of the generals and nobles who were present at court could hear him. Word of the young ruler’s impetuous outburst passed from mouth to mouth until it finally arrived at the court of the Maharaja of Zabag.

Upon hearing the words of the Khmer ruler repeated, the Maharaja ordered his councilor to prepare a thousand ships for departure. When the fleet was ready, the Maharaja himself went aboard and announced to the crowd on shore that he would be making a pleasure trip amongst his islands. Once at sea, however, the Maharaja order the armada to proceed to the capital of the Khmer ruler, where his troops took the Khmers by surprise, seized the city, and surrounded the palace. After the Khmer ruler had been captured, he was brought before the Maharaja of Zabag.

“What caused you to form a desire which was not in your power to satisfy, which would not have given you happiness if you had realized it, and would not even have been justified if it had been easily realizable?” inquired the Maharaja of Zabag.

Since the Khmer king had nothing to say in return, the Maharaja of Zabag continued. “You have manifested the desire to see before you my head on a plate. If you also had wished to seize my country and my kingdom or even only to ravage a part of it, I would have done the same to you. But since you have only expressed the first of these desires, I am going to apply to you the treatment you wished to apply to me, and I will then return to my country without taking anything belonging to the Khmer, either of great or small value.”

After the Maharaja had arrived back in his own kingdom, he seated himself on a throne which overlooked a lake and he had the platter containing the Khmer ruler’s head placed before him. He commanded for that head to be washed and embalmed, placed in a jar and then sent to the successor of the Khmer king, together with a note which explained that the act had been performed for reasons of personal revenge, and that the Maharaja drew no glory from his victory.

When the news of these events reached the kings of India and China, the Maharaja rose in their estimation. From that time onward the kings of the land of the Khmers turned their faces in the direction of the Maharaja’s country every morning and bowed down to the ground in homage to him.

Jayavarman II

Jayavarman II (Khmer: ជ័យវរ្ម័នទី២), a 9th Century Khmer king, is widely recognized as the founder of the Khmer Empire, which ruled much of the Southeast Asian mainland for more than six hundred years. Historians commonly date his reign as running from 802 A.D. to 835-850 A.D. An inscription recounts that on a mountaintop Jayavarman had a Brahmanpriest conduct a religious rite that created an independent Khmer state, with Jayavarman as its head. The text also recounts establishment of the Hindu court ritual known as the cult of the devajara (Khmer: ទេវរាជា), continued by successive Khmer monarchs. He appears to have reigned in more than one capital, including Hariharalaya near the present-day village of Roulous, southeast of the main Angkor complex that was later the empire’s capital.

Despite this key role in Khmer history, few firm facts survive about Jayavarman. No inscriptions authored by him have been found, but he is mentioned in numerous others, some of them written long after his death. He appears to have been of aristocratic birth, beginning his career of conquest in the southeast of present-day Cambodia. He may have been known as Jayavarman Ibis at that time. “For the prosperity of the people in this perfectly pure royal race, great lotus which no longer has a stalk, he rose like a new flower,” declares one inscription. ^[1] Various other details are recounted in inscriptions: he married a woman named Hyang Amrita; he dedicated a temple at Lobok Srot, in the southeast.

Taken in sum, the record suggests that Jayavarman and his followers moved over the course of some years from southeast Cambodia to the northwest, subduing various principalities along the way. Historian Claude Jacques writes that he first seized the city of Vyadhapura in the southeast, then pushed up the Mekong to take Sambhupura. He later installed himself at another city state, now known as Banteay Prei Nokor, near present-day Kompong Cham. Jacques believes that from there he pressed on to Wat Pu, seat of a city-state in present-day southern Laos, then moved along the Dangrek Mountains to arrive in the Angkor region. Later he brought pressure on local Khmer leaders located to the west, but they fought back and drove him to seek refuge on the summit of present-day Mount Kulen, about 50 kilometers east of from Angkor, where the Brahman declared the independent state. Jacques suggests that this step might have been intended to affirm Jayavarman's authority in the face of strong resistance.

Once established in the Angkor region, he appears to have reigned not only in Hariharalaya, located just north of the Tonle Saplake, but also at a place that inscriptions call Amarendrapura. It has not been positively identified, though some historians believe it to be a now lost settlement at the western end of the West Baray, the eight kilometer-long holy reservoir that was built about two centuries after his death. No single temple is positively associated with Jayavarman, but some historians suggest he may have built Ak Yum, a brick stepped pyramid, now largely ruined, at the southern edge of the West Baray. The temple was a forerunner to the mountain-temple architectural form of later Khmer kings.

The most valuable inscription concerning Jayavarman II is one dated 1052 A.D., two centuries after his death, and found at theSdok Kak Thom temple in present day Thailand. “When His Majesty Paramesvara came from Java to reign in the royal city of Indrapura,…Sivakaivalya, the family’s learned patriarch, was serving as his guru and held the post of royal chaplain to His Majesty,” states the inscription, using the king’s posthumous name. ^[2] In a later passage, the text says that a Brahman named Hiranyadama, “proficient in the lore of magic power, came from Janapada in response to His Majesty’s having invited him to perform a sublime rite which would release Kambujadesa [the kingdom] from being any longer subject to Java.” The text also recounts the creation of the cult of the devaraja, the key religious ceremony in the court of Jayavarman and subsequent Khmer monarchs.

The word "Java" has caused endless debate among scholars. Many, such as Charles Higham, doubt that it refers to the island of that name in present-day Indonesia. They believe it means some other foreign place which at the time had a similar-sounding name, perhaps the kingdom of Champa to the east. Or perhaps it referred to a place on the Malay peninsula then under the rule of Java. Others scholars, such as Lawrence Palmer Briggs, have taken it to mean the island. If Jayavarman did come from there, he would have likely been influenced by the refined art and culture of the Sailendra dynasty that was in power at the time, including the concept of the devajara,^{[citation needed]}

Writings attributed to an Arab merchant named Sulayman, who is said to have traveled in the region in the Ninth Century, contain a detailed story of a “maharaja,” apparently an Eighth Century Javanese king, who heard that a Khmer king had expressed a desired to see the maharaja’s head on a platter. In response, the maharaja stealthily came to the Khmer kingdom with soldiers, captured the offending monarch, sat on his throne and had him beheaded. The embalmed head was left behind as a warning to later Khmer kings. Early scholars of Khmer history theorized that this tale, though likely embellished, described basic historical events that played a role in Jayavarman’s own personal history. He was successor to the beheaded king, they suggested. He embarked for Java to pay tribute, but declared independence after his return.

The Sdok Kak Thom inscription states that Jayavarman II died at Haraharilaya. After him, the throne was held by his sonJayavarman III and two other kings of the family into which he had married. He is formally honored along with these two kings and their wives in the Preah Ko temple in Roulous, built by King Indravarman I and inaugurated in 880 A.D.

Debate continues concerning Jayavarman II's dates. The Sdok Kak Thom inscription puts his accession to the throne in 802 A.D., a date now generally accepted by scholars. But an inscription from the reign of the 10th Century monarchRajendravarman II dates the event to 791/792 A.D. None of these dates, however are mentioned in inscriptions of Indravarman I. Similar ambiguity exists concerning the date of his death.

More broadly, debate continues as to whether Jayavarman II’s rule truly represented a seminal turning point in Khmer history, the creation of an independent unified state from small feuding principalities, or was instead part of a long process toward that end. Certainly inscriptions indicate that later Khmer kings treated him as the august first in their line and font of their own legitimacy. But Hindu civilization had existed already for centuries in the region; the fact that Jayavarman was the second monarch to carry that name is a sign that there was already long line of kings of significant states in the region. ^[3]

GEMAS: The army's pride -- the PT-91M Pendekar main battle tanks (MBT) -- are now fully operational.

Army chief Gen Datuk Zulkifeli Zin said the Pendekars (Malay for warriors) have full battle capability with the fleet of 48 complemented by 14 support vehicles, six WZT-4 armoured recovery vehicles, five PMC Leguan armoured vehicle-launched bridges, three MID-M armoured engineering tanks and an array of supplementary vehicles.

"The MBT regiment's readiness embodies the 'man, machine and method' development strategy the army professes."

He said this at the MBTs operational readiness declaration ceremony at the Syed Sirajuddin Camp in Negri Sembilan on Sept 1.

The MBTs are part of the 11th Regiment Royal Armoured Corps' (RAC) which celebrated its 58th anniversary on that day.

The delivery of the 48 Pendekars began in 2008.

This was followed by the other supplementary vehicles, reportedly under a US$380 million (RM1.18 billion) package from Poland.

The Pendekars each have a crew of three, weigh 45,310kg and can reach a speed of 70km per hour.

Calling the Pendekar acquisition as very pricey, Zulkifeli justified their need as history had proven that armoured vehicles played a significant role during battle.

A long-range early warning radar system, priced at about 40 billion Taiwan dollars, will allow the military to detect and track incoming ballistic missiles and cruise missiles, it said.

While the Patriot III and radars are US-made, the system will also include locally produced tactical ballistic missiles evolved from existing missiles known as "Tienkung", or Sky Bow, the paper said.

The defence ministry declined to comment on the report.

Military experts estimate the People's Liberation Army currently has more than 1,600 missiles aimed at the island.

Ties between Taiwan and its giant neighbour have improved markedly since President Ma Ying-jeou of the Beijing-friendly Kuomintang took office in Taipei in 2008.

But China still considers Taiwan to be territory awaiting reunification, by force if necessary, prompting Taipei to seek more advanced defence weaponry, largely from the United States.

The planes will be sent to Indonesia earlier than scheduled following a request by the Indonesian military authorities, who would like the aircraft to take part in a military parade dedicated to Armed Forces Day on October 5, he added.

Indonesia earlier said it needed at least one squadron equipped with 16 Sukhoi fighters to replace part of the outdated fleet of U.S. F-16 fighters.

US and China increase their defence cooperation with Indonesia

DENPASAR, Indonesia -- In the tussle for influence in Southeast Asia, the United States and China have long been competing for Indonesia's affections. The strategically positioned, resource-rich archipelago is a prized partner in an era of fuel shortages and the global war on terror. But Washington and Beijing have lately expanded their courtship of Jakarta from the traditional areas of trade agreements, foreign direct investment, market access and technical assistance, to increasingly include offers of military hardware and military cooperation.

This three-way dance began in 2005, when China and Indonesia announced their "Strategic Partnership." At the same time, the U.S. partly normalized military-to-military ties with Indonesia after an embargo imposed in the 1990s due to the human rights abuses in East Timor by the Indonesian military (TNI).

Beijing took an early lead in this race for influence. The Indonesia-China Strategic Partnership marked a breakthrough in the relationship between the two giant neighbors and sent alarm bells ringing in Washington. The agreement sought to expand the political, cultural and military-security aspects of the bilateral relationship. In terms of the latter, in particular, it committed the two countries to developing each other's defense industries, establishing a defense consultation mechanism, and increasing cooperation between their law enforcement and intelligence agencies in the fight against transnational security threats.

In July 2005, Indonesian President Susilo Bambang Yudhoyono visited Beijing and signed a memorandum of understanding on defense technology cooperation for the development of short- and medium-range missiles. Jakarta also placed a $11 million order for YJ-82/C-802 anti-ship missiles.

In 2006, Indonesia-China Defense Security Consultation talks were inaugurated, causing significant concern in Washington. The warming ties between Jakarta and Beijing led to two Chinese warships visiting Indonesia in March 2007, the first such visit in more than 12 years.

A draft agreement on defense cooperation was then signed in the second Defense Security Consultation Talks a month later, covering defense technology cooperation, exchange of military students and the possibility of further arms sales to Indonesia.

In January 2008, the two countries further agreed to cooperate in the joint production of military transport vehicles and aircraft, to be developed by the two countries' state-owned defense industries. The same year, China's NORINCO and Indonesia's Pindad signed a deal to jointly develop rocket launchers and accompanying ammunition. An agreement was also reached on setting up a TNI-PLA cooperation committee, with a view to arranging joint military and training exercises.

China's charm offensive, however, has led to little tangible results, as the Jamestown Foundation's China Brief argued last year. For all the talks, no contractual production agreements have been signed thus far. Sino-Indonesian military exchanges have also been limited, and no more large orders of Chinese-manufactured military hardware have been placed by Jakarta.

One potential explanation for the slowdown is the United States' renewed efforts to restore relations with Indonesia. Though the groundwork had been laid in previous years, the speed with which the U.S. moved to regain the upper hand in the contest for Jakarta's sympathies over the last 12 months has been quite remarkable.

In March 2010, a U.S. Air Force technical team carried out critical in-country safety and maintenance reviews of the Indonesian air force's of U.S.-built aircraft. This was followed by the signing in early June of a wide-ranging agreement -- the Framework Arrangement on Cooperative Activities in the Field of Defense -- intended to integrate existing defense collaboration between the two countries, according to a press release from the U.S. Embassy in Indonesia.

The same month, U.S. Ambassador to Indonesia Cameron R. Hume inaugurated a $56 million program to fund production of coastal and shipboard radar systems at the Batam Regional Maritime Command Center. The systems included 16 coastal radars, 11 shipboard radars, one set of headquarters equipment and two regional command centers, according to information on the official Web site of the U.S. embassy.

In July, the U.S. Embassy in Jakarta told Jane's that it was processing a range of Indonesian requests for services and equipment from the U.S. Department of Defense. It also indicated that Washington intended to position itself as a key military supplier to Indonesia.

Just what that meant became clearer when Indonesia Defense Minister Purnomo Yusgiantoro expressed Jakarta's intention to buy U.S.-built F-16 and C-130H Hercules aircraft during a bilateral meeting with U.S. Secretary of Defense Robert Gates in Jakarta on July 22. The purchase would be funded by the Foreign Military Financing (FMF) program, a U.S. grant provided to foreign governments to fund the purchase of U.S.-made weapons, services and training.

After the lifting of the U.S. military embargo, Indonesia received nearly $1 million in FMF funds in 2006. That has climbed to $20 million this year.

While in Jakarta, Gates also announced that Washington had lifted its ban on cooperation with Kopassus, the TNI's controversial special forces. The restriction had been the last remaining embargo on bilateral military-to-military ties.

But Washington's reversal of fortune does not mean that Beijing is accepting defeat. China has designated 2010, "The Year of China-Indonesia Friendship," to mark the 60th anniversary of the establishment of diplomatic relations. High-ranking Chinese officials have already traveled to Jakarta this year to propose, among other things, the establishment of a joint council to facilitate increased levels of joint military production. Beijing has also offered additional C-802 anti-ship missiles as well as a range of naval vessels.

While Jakarta is considering its options, there are rumors that Yudhoyono may ask for an increase in Indonesia's FMF allocation when U.S. President Barack Obama visits Indonesia later this year. Against such a backdrop, Obama -- who spent part of his childhood in Indonesia -- will find it difficult to refuse.

Ms Plengmanee questioned the planned purchase of six Gripen fighter aircraft to add to the six already ordered by the Royal Thai Air Force. That should be enough for now, she said.

Corruption scandals in military procurement schemes showed this was not the time for the army to be getting more money, MPs said.

The Royal Thai Army would be given 20 billion baht over the next three years to buy 1,500 machine guns, 60 armoured vehicles, two planes, 11 helicopters and three large trucks.

Puea Thai MP for Bangkok Anudit Nakornthap said several weapon purchase projects had been tainted by corruption.

He accused Democrat MP Suwaroj Palang, also a member of the scrutiny committee, of joining influential figures in the army to push for the money.

Mr Suwaroj denied the allegation. "No one can order me about," he said.

Army commander Anupong Paojinda Thursday defended the spending, saying it was in line with the armed forces development plan.

Gen Anupong said the purchases did not come out of thin air. The procurements were studied and regarded as necessary for military development.

"We have a plan for this. We have researched what our troops need," he said.

"I don't just wake up, head to a market and look around for what to buy."

Thailand's defence spending should be about 2% of gross domestic product, he said. The 170 billion baht accounts for 1.4% to 1.5 %.

TEHRAN, Aug. 8 (UPI) -- Iran's top defense officials attended a ceremony welcoming four new submarines fitted out with state of the art technology, officials said.

Iranian state media outlets reported Sunday the locally made Ghadir submarines have the ability to fire missiles and torpedoes simultaneously, and are fitted with the latest sonar technology. The submarines are able to operate in the shallow waters of the Persian Gulf, the reports said.

Fars and IRNA state news agencies said Defense Minister General Ahmad Vahidi and Rear Adm. Habibollah Sayyari, the commander of Iran's Navy, attended the ceremony along with senior military officials.

The reports said the submarines are an integral part of Iran's goal to become self-sufficient by manufacturing and producing its own fighter jets, armored vehicles and radar evading missiles as well as other superior weapons, for its air, naval and ground forces.

The military and the Agency for Defense Development have developed a cruise missile with a range of 1,500 km and deployed it warfare-ready.

The August issue of the monthly Chosun magazine published last Saturday quoted a military officer as saying the ADD began research and development for the Hyunmu-3C, a surface-to-surface cruise missile, in 2008, and has started mass-producing it. Hundreds of them will be deployed warfare-ready at an Army unit on the central frontline this year.

So far only the Hyunmu-3A, with a range of 500 km, and the Hyunmu-3B, with 1,000 km, were deployed.

The Hyunmu-3C brings North Korean nuclear and other major facilities like Scud and Rodong missile bases in South Pyongan, Kangwon, and South Hamgyong Provinces within range of the South Korean Army. The Hyunmu-3 series are being mass-produced by LIG Nex1. The Hyunmu-3C is 6 m long and 53-60 cm in diameter and weighs 1.5 tons. It is equipped with an aircraft jet engine.

It can fly at a speed of slightly less than Mach 1, or 1,260 km/h and carries a 450 kg warhead. Its accuracy is within 1-2 m. The missile is said to be equal in terms of functions to the U.S.-developed Tomahawk cruise missile.

Only six other countries -- the U.S., the U.K., France, Russia, China and Israel -- have cruise missiles with a range of more than 500 km, and only three -- the U.S., Russia and Israel -- have missiles with a range of 1,500 km or more.

"Deployment of the Hyunmu-3 missiles will enable precision strikes against North Korea's missile bases and bunkers in the early stages of any war," the officer added. "Until recently the range of South Korean missiles fell far short of major targets in the North, but with the new missiles we've overcome the disadvantage."

The Missile Technology Control Regime was revised in 2001 after the North's test-firing of long-range missiles so that South Korea is now allowed to build cruise missiles of any range with warheads weighing up to 500 kg but is still banned from developing ballistic missiles with a range of more than 300 km.

The Defense Ministry has focused on developing cruise missiles since the 1990s.

Hyunmoo III is a new cruise missile that is to be fielded with the military of Republic of Korea. It is designed by Agency for Defense Development (ADD). The name Hyunmoo (Hangul: 현무) comes from a mythical beast described as the "Guardian of the Northern Sky".

Hyunmoo III bears no resemblance to the previous Hyunmoo SSM, which were improved versions of Nike Hercules surface-to-air missiles that were converted into short-range high-speed surface-to-surface ballistic missiles in response to North Korea's Scud-B and Nodong-1 missile threats. Instead, the new missile's designs are strikingly similar to the United States Tomahawk cruise missile and also the Babur cruise missile of the Pakistan military.

It is powered by a turbofan engine, much like other subsonic cruise missiles of its type, and has a payload of up to 500 kilograms. The guidance systems consist of Inertial Guidance System and Global Positioning System.

The maximum payload of the missile is rated at 500 kilograms of conventional explosive.

South Korea is barred from producing a non-indigenous ballistic missile that is above a certain payload and range limit in accordance to Missile Technology Control Regime. Therefore, a heavy emphasis was put on for developing long-range cruise missiles by the South Korean government, as there is no restriction of payload amount and range limit set for them. With the introduction of Hyunmoo-III, which also has some advanced systems sometimes found on ICBMs, the Republic of Korea Army created the Missile Command in order to efficiently manage these missiles.

SEOUL, South Korea — South Korea has developed a long-range cruise missile capable of striking nuclear sites and military targets in North Korea, news reports said Saturday.

The Hyunmu-3C missile has a range of 930 miles (1,500 kilometers), the Chosun Ilbo newspaper reported, citing the August edition of its sister magazine Monthly Chosun.

The new missile, if confirmed, would be the longest-range weapon in South Korea's arsenal. Missile-range limits have been agreed upon under an accord with the United States, which has cited concerns over a possible regional arms race.

The surface-to-surface missile will be deployed along the border with North Korea beginning this year, the newspaper said. It has a 990-pound (450-kilogram) payload and can hit within 2 yards (meters) of its target, the report said.

Despite the agreement with the United States, South Korea can develop long-range cruise missiles as long as the payload is under 1,100 pounds (500 kilograms).

The Hyunmu-3C missile would also have the capability of hitting parts of China, Japan and Russia.

Yonhap news agency carried a similar story. Both reports cited unidentified military officials.

A spokesman for the Defense Acquisition Program Administration said he could neither confirm nor deny the reports. He spoke on condition of anonymity citing policy. A Defense Ministry spokesman was not immediately available for comment.

North Korea already has long-range missiles. The Taepodong-2 has a potential range of more than 4,100 miles (6,700 kilometers), putting Alaska within striking distance.

North and South Korea remain technically in a state of conflict because the armistice ending the 1950-53 Korean War was never replaced by a peace treaty.

Singapore Navy In RIMPAC Naval Exercise In Hawaii

SINGAPORE, July 14 (Bernama) -- The Republic of Singapore Navy and maritime forces from 13 other countries including Malaysia are taking part in the multilateral Rim of the Pacific (RIMPAC) naval exercise in Hawaii.

The Singapore navy sent its Formidable-class frigate RSS Supreme to the naval exercise comprising a shore planning phase as well as a 24-day sea phase conducted off the coast of Hawaii.

Hosted by the United States Navy, the exercise which will end on Aug 1, involves more than 30 ships, five submarines, 150 aircraft and 20,000 personnel from the 14 countries.

The other maritime forces are from Australia, Canada, Chile, Colombia, France, Indonesia, Japan, the Netherlands, Peru, South Korea, Thailand and the United States.

The Singapore Defence Ministry said its frigate took part in maritime operations such as combined anti-submarine and air defence missions, and successfully carried out a surface-to-air missile live-firing today.

This is the second time the Singapore navy is involved in the exercise, following its inaugural participation in July 2008.

Malaysian submarine couldnt diving?

KUALA LUMPUR: The Royal Malaysian Navy (RMN) yesterday strongly denied media reports that the country's first submarine, KD Tunku Abdul Rahman (KD TAR), had been rendered unfit to dive because of major defects.

Calling the reports "irresponsible", RMN chief Admiral Tan Sri Abdul Aziz Jaafar lambasted a local English daily for its inaccuracies which tarnished the navy's reputation.

"The RMN regrets that these reports have been highly inaccurate and misleading, resulting in the public being grossly misinformed of the actual status of the KD TAR."

Aziz said no submarine-operating country in the world discussed the operational status of its submarines, which were deemed highly sensitive strategic weapons, in the media.

"It is disheartening to note that the writer had not acted responsibly to make any effort to verify the facts before publishing them.

"Repeatedly publishing erroneous and misleading reports will not only tarnish the image of the RMN's submarine force but also expose the country's defence establishment to ridicule.

"As such, the RMN has reluctantly been forced to rebut publicly the irresponsible misinformation and statements made in the said mentioned articles, particularly two reports which highlighted purported defects to the submarine which made it unable to dive," he said in reference to news reports by the daily in February and last week.

Aziz clarified that prior to arriving safely in Kota Kinabalu on Sept 17 last year, KD TAR had sailed approximately 8,300 nautical miles with 31 days submerged out of the 43 days spent at sea.

As such, Aziz said, the question of "Initial Operational Capability" or being "declared fully operational" did not arise as the submarine would not have completed the journey safely if it was not fully operational.

"At no point in time from the date of physical hand-over has the safety of either submarines and its crew been compromised by any defects on board.

"A submarine is constantly subjected to, and operates in, an extremely hostile and harsh environment which necessitates constant monitoring, maintenance and rectification of the systems and equipment onboard.

"Inadvertently, as in any submarine in the world, some equipment or systems can and will fail or be degraded in performance.

"The KD TAR did encounter some defects and shortcomings but at no time did any of these defects endanger the crew or submarine to the extent of rendering it unable to dive, as claimed by the news reports."

Aziz said the RMN had conducted rigorous safety inspection, appraisal and verification process, similar or even more stringent to that of aircraft safety processes, to certify a submarine "safe-to-dive" before it was allowed to embark on any mission.

"Similar to an aircraft, any submarine will have to undergo compulsory scheduled maintenance after a specified period of operations.

"These scheduled maintenance periods have been planned in advance to fit into the operational cycle of the submarines. The KD TAR has undergone, as scheduled, several of those maintenance periods since returning to Malaysia.

"Thus, the news report in February that KD TAR suffered a technical defect that prevented it from diving for three months is untrue as the KD TAR had in fact been undergoing its scheduled maintenance period during that period."

Aziz also criticised the part of the article which said the submarine had been lying unfixed in the naval base, saying it conjured up an image of the submarine lying idle at the naval base, crippled and unattended to.

"The fact is that the submarines, like all RMN surface ships, are manned 24 hours a day, every day and all defects, however small or insignificant are acted on immediately.

"However, in this case the statement is untrue as the KD TAR has in fact been operational, a fact that the armed forces chief (General Tan Sri Azizan Ariffin) can attest to when he dived with the submarine during her operations in the South China Sea on March 5-8.

"Lately, the submarine had also successfully carried out a test firing of a mock-up missile during operations in the South China Sea."

Aziz added that the question of the the crew losing their submariners rating if they remained on land as claimed by the report did not arise.

"However, in the unlikely event that the submarine is indeed rendered unoperational for an extended period, the crew will still be able to maintain currency (as submariners) via simulator training which is available at the Submarine Training Centre at the submarine base (in Teluk Sepanggar)."

The RMN, he added, also viewed very seriously the fact that "defence industry sources" had divulged, albeit erroneously, information that were highly classified to the media.

"The RMN will initiate a thorough investigation to identify these sources, as these irresponsible elements can also be divulging information to other unauthorised parties," he said, adding that the Official Secrets Act could be invoked on the culprits.

LOR STAR: More than 1,000 Universiti Utara Malaysia students and their parents watched in horror as a Royal Malaysia Air Force (RMAF) Pilatus PC-7 MK II aircraft exploded in mid-air, killing the pilot during an air show.

Mejar Zulrihan Yusoh’s body was found some 10m from his aircraft which had crashed into the university’s forest research area at 10.15am. He was still strapped to his seat.

It was believed that the 33-year-old pilot had managed to eject from the plane but could not save himself as the aircraft was flying too low.

Mejar Zulrihan, who flew his aircraft from the Sultan Abdul Halim Airport to the university at 10.03am, had performed two acrobatic manoeuvres just before the crash.

The air show was held in conjunction with the opening ceremony of the university’s 23rd convocation and expo at its sports complex here yesterday.

Spectators who heard the explosion and the black smoke thought it was part of the air show and remained seated until the plane plunged and crashed some 200m from the sports complex.

“I saw the plane plunge towards the forest area before it exploded for the second time. I rushed to the place but could not see the plane as it was among trees and bushes,” said student Mohd Amin Ahmad, 21.

Another student, Muhamd Fairuz Mohd Mokhtar, 22, said he and his friends were excited over the air show as it was the first time it was held at the university’s ground.

“Many of us screamed when we realised that the plane had crashed,” he said.

Mohd Aslam Othman, 23, said he rushed to check on the pilot but could not find him.

“The plane was on fire and I heard several people calling out for the pilot but there was no answer,” he said.

Kedah Fire and Rescue Depart ment operation officer Ahmad Zamri Chik said firemen took about 10 minutes to put out the fire.

“After we put out the fire, RMAF personnel searched for the pilot and found his body 10m from the wreckage,” he said.

Mejar Zulrihan’s body was flown to the Sultanah Bahiyah Hospital for a post-mortem.

“We will set up an investigation board to identify the cause of the accident,” the RMAF said in a statement.

Mejar Zulrihan joined the force on Feb 25, 1991 and served at the RMAF College in Kepala Batas, Alor Setar since Jan 1, 2008. He is survived by his wife Wizani Abd Ghani and three children.(thestar)
